Content Strategy
Content strategy plans the creation, publication, updates and governance of useful, usable content. A content management system is software that facilitates content production and governance, but it’s no substitute for the planning necessary to create a viable, capable, and sustainable workflow.
Your content strategy should ordinarily preexist and govern your authoring and editing environments, user permissions, workflow (including approvals necessary for content to be published to readers), templates, content types, and collaborations (particularly when needed between departments).
The content management system shouldn’t determine your content strategy. Your strategy should determine which CMS you use, and how you plan to use it.
